The SEND Reform Consultation Has Now Closed
The Government’s consultation on proposed changes to the SEND system closed on 18 May 2026.
Parentsactive submitted a formal response on behalf of parent carers in Hammersmith & Fulham. Our response was informed by what families told us through our SEND reform sessions, discussions and wider engagement.

SEND Reforms Consultation – Information for Parent Carers
The government published its Schools White Paper, titled: Every Child Achieving and Thriving, alongside proposals for changes to the SEND system. These proposals were set out in SEND Reform: Putting Children and Young People First and were the subject of a public consultation.
The proposed changes aim to reshape how children and young people with SEND receive help and support across the 0–25 system.
What is a White Paper?
A White Paper is not a law. It is a document that sets out the Government’s ideas and proposals for changes they would like to make in the future.
How Can I Understand the Proposals?
The full consultation document is 129 pages long, and we understand that reading it in full may not be feasible for everyone.
There are a range of other ways to explore and understand the proposed reforms. Trusted SEND organisations, including: IPSEA, Council for Disabled Children, and Special Needs Jungle, have produced webinars, explainers and resources looking at the proposals.
SEND in the Spotlight have produced a special podcast with Women’s Hour covering the SEND reforms. has also produced a special podcast with Woman’s Hour covering the SEND reforms, while slides from the National Network of Parent Carer Forums (NNPCF) provide a clear overview of the proposed changes.
What Happens Next?
The Government will now consider the responses received during the consultation before deciding how to take the proposed reforms forward.
Parentsactive will continue to follow developments closely and make sure that the experiences and views of families in Hammersmith & Fulham are heard as the reforms develop.
